Transforming Uganda's Payment Landscape

A Collaborative Initiative to Drive Innovation and Policy Reform in Uganda's Payment Sector

Uganda's economy was largely cash-driven until the introduction of mobile money in 2009. The National Payments Systems Act, passed in 2020, regulates the digital payments sector, providing safety and efficiency standards. The Payments Service Providers Association (PSPA) was established upon the recommendation of the Bank of Uganda to optimize supervision of digital payment players and represent the sector's interests. Founded in March 2022 and officially registered in 2023, PSPA is the community of Payment Systems Operators, Payment Service Providers, and Issuers of Payment Instruments in Uganda.

PSPA's Objectives

  • Regulation and Compliance: Consults with its members to provide balanced responses to regulatory issues and works with regulators to implement joint decisions.
  • Public Understanding: Enhances public understanding and perception of the digital payments sector through outreach and communication initiatives.
  • Collaboration and Networking: Facilitates connections with other stakeholders, building bridges across the ecosystem.
  • Innovation and Development: Promotes research and studies to advance new payment technologies and provides valuable insights to members.
  • Security and Risk Management: Partners with stakeholders to identify and advance risk management practices, protecting members against fraud, cyber-attacks, and other security threats.
  • Dispute Resolution: Designs mechanisms for resolving disputes between member organizations.
  • Capacity Building: Promotes capacity building for its members to maintain industry standards.
